For most people, it's just a formality.

Essentially, YouTube is working on new avenues of monetization and in order for individuals to make use of them as they become available, there needs to be some kind of agreement in place. It doesn't affect the network style partnerships.

To start, this one in particular covers fan funding if you're in a country where that's enabled, and the ability to monetize cover songs for those people who are musically inclined.

It's not really an optional thing, because YouTube is keeping all monetization under one basket, but it also doesn't have any real downsides. That's why it's a bit of a formality. You're essentially just agreeing to be able to monetize content on YouTube by whatever methods YouTube enables for monetization and of course following their rules in doing so.
