Two people from another forum have tried to register and got sent to a site where Russian Rubles are demanded. The site name comes up 1Win. I logged out and then tried the Register link and got the same. It appears that link has been hacked. If you establish a new one I will pass it on. This may be why fewer new people are showing up.
